You can start, but a quick warning with this style of work - Say you are 99% done with the work and you try to get licensing at the end of the project and they say no, you cannot by law release this game meaning the only option you have got is to scrap it. Release it after a definite no? You could potentially be slapped with a massive fine and possibly arrested, depending on the rules in your country.
Likewise, it may cost you to use the names of the Hamtaro characters, which will not be cheap.
If it does all go through and you succeed in the licensing and development, try and run a http://kickstarter.com/ project for the game! Likewise social media accounts will help you a lot.
