Who is this Ham Ham?

In the files for the ROM of Hamtaro - Ham Ham Heartbreak! for GBA, I found a hamster NPC that I haven't seen in any of the gameplay despite near 100%ing the game. I don't know much about Hamtaro outside of that one game, so any other game and the anime or manga is unknown to me, so I need the community's help. Who is this Ham Ham?

I don't know what character it's supposed to be, but it looks a lot like the sprite used for the Ham-Chat word "Giftee" (Give) in Ham-Hams Unite:

This word was not used in Ham-Ham Heartbreak, but it's possible that it was originally planned to be used and the sprites were for whatever hamster (or hamsters?) would have taught it to you.
